The Ministry of Education portal is not one website for every education service. Kenya uses separate official systems for school and learner records, Grade 10 selection, placement, scholarships, circulars and reports. Use the directory below to choose the correct service, confirm that the address is an official government domain, and follow the instructions shown for your specific task.
Table of Contents

Ministry of Education portal directory by task
Start with the task you need to complete, not with a portal name you remember from an old circular or bookmark. The Ministry of Education portal environment changes as new systems are introduced, and two platforms may operate during a transition. The table below routes you to the verified official destination for each common task.
| Task | Official service | Main user | Expected result |
|---|---|---|---|
| Open the Ministry website, services and notices | Ministry of Education website | Public, schools and education officers | Access official service links, notices and Ministry information |
| Register or manage institution and learner data in the newer system | KEMIS portal | Heads of institutions and authorised education staff | Use enabled modules for institution, learner, user and reporting work |
| Work with records or functions still assigned to NEMIS | NEMIS portal | Authorised school and Ministry users | Access the NEMIS workflow named in the current instruction |
| Explore Senior School pathways, subject combinations and schools | Grade 10 Selection System | Learners, parents, schools and authorised users | Review options or record and verify selections |
| Check a Grade 10 placement outcome | Grade 10 Placement Outcomes | Learners and parents | View the placement outcome using the identifier requested by the system |
| Manage placement, transfer or admission work | Grade 10 Placement Platform | Schools and authorised education officers | Complete the enabled placement or admission task |
| Find scholarship announcements and forms | Ministry scholarships page | Learners, students, parents and applicants | Read the current notice and download the official document |
| Find circulars, guidelines and official forms | Circulars & Guidelines | Schools, teachers, parents and the public | Open the controlling circular, guideline or form |
| Find Ministry reports and manuals | Reports | School leaders, researchers and the public | Download official reports, manuals or programme documents |
Important: an official-looking logo is not proof that a website is genuine. Check the full address before entering any information. The services above use government domains such as education.go.ke, its official subdomains, or the current kemis.go.ke government domain.
Choose the right portal for your role
The same Ministry of Education portal may expose different functions to different users. A public search or verification page may be open to a learner, while institution registration and learner data changes normally require an authorised school or education-office account. Do not assume that every visitor should see a login button or the same dashboard.
What to prepare before you start
Before opening a Ministry of Education portal, identify the exact transaction and the person authorised to complete it. This prevents a common problem: collecting documents for one service and then discovering that the task belongs to another system or must be completed by the school.
- The controlling instruction: keep the current circular, school notice or portal announcement available so you can follow the correct reporting period and process.
- The correct source record: use the school register, admission record or other authorised document that supports the entry. Do not guess spelling, dates or codes.
- The authorised user: confirm who should sign in and whether that person has the required role or module.
- A stable connection and current browser: JavaScript-based services may not load correctly on outdated browsers or heavily restricted networks.
- A safe way to retain evidence: prepare to save the confirmation, reference or approved report generated after submission.
- The escalation route: know whether an unresolved issue goes to the head of institution, Sub-County office, County office or a specific Ministry help contact.
Do not prepare a spreadsheet containing passwords, one-time codes or more personal information than the task requires. Where several records must be entered, the school should verify the source data before the authorised user begins. Correcting a verified source record first is usually safer than repeatedly editing the same learner or institution entry on a Ministry of Education portal.
After completing the task, compare the result with the instruction. A successful login is not the final result; the expected outcome may be a submitted record, a downloadable selection document, a placement outcome, an acknowledgement or a report. If the required result is not displayed, treat the transaction as incomplete until the school or official support route confirms otherwise.
School heads and authorised administrators
Use KEMIS or NEMIS only for the module and reporting period communicated through an official Ministry instruction, circular or education-office channel. Before starting, confirm the institution code, the authorised user, the records to be updated and the deadline stated in the controlling notice. Keep a school-approved record of submissions, but never store passwords or one-time codes in shared documents.
Teachers
A teacher should use only the access assigned by the head of institution or the Ministry. KEMIS training information published by the Kenya Education Management Institute identifies institution registration, learner enrolment, user management and reporting tools among the core modules, but availability depends on the user account and rollout stage. For examination and assessment services, use the separate KNEC portals and examinations guide rather than trying to complete a KNEC task inside a Ministry data portal.
Learners and parents
For Grade 10, use the public selection and placement pages shown in this guide. A learner may be able to verify selections or a placement outcome without accessing a school administration dashboard. When a record is wrong, report it through the learner’s school first. The school can compare the source records and escalate through the proper education-office route where necessary.
Education officers
Use the system, module and reporting route assigned to your office. Where NEMIS and KEMIS appear in the same programme or reporting instruction, follow the exact wording of that instruction rather than assuming one platform has already replaced every function of the other.
KEMIS and NEMIS: what is the difference?
KEMIS and NEMIS are education management systems, but they should not be treated as interchangeable login pages. KEMIS is the newer Kenya Education Management Information System being rolled out for integrated education data management. NEMIS is the National Education Management Information System that has long supported institution and learner records, including learner identifiers and administrative reporting.
| Question | KEMIS | NEMIS |
|---|---|---|
| What is its current role? | A newer integrated platform under nationwide rollout | An established system still referenced for some records and reporting functions |
| Who commonly uses it? | Heads of institutions, teachers and authorised education personnel, depending on enabled access | Authorised school and Ministry users, depending on the assigned workflow |
| What should guide your choice? | The current KEMIS training, circular or instruction for your task | The current NEMIS instruction, record requirement or Ministry workflow |
| What should you avoid? | Creating records merely because a newer portal is available | Assuming every old NEMIS procedure remains unchanged |
What KEMIS is used for
The official KEMIS rollout information checked for this guide describes modules for institution registration, learner enrolment, user management and reporting. These descriptions explain the platform’s intended scope; they do not mean that every module is open to every school or user at the same time. Access the KEMIS portal, then use only the credentials and permissions issued through the authorised route. Our detailed KEMIS portal guide covers the service separately.
What NEMIS is used for
NEMIS has been used to collect, process and report institution and learner information. Ministry documents refer to learner data linked to a unique personal identifier and continue to reference NEMIS in education planning and reporting. Open the official NEMIS portal only when the task or instruction specifically requires it. The NEMIS portal guide explains login, records and common recovery routes in more detail.
Honest limitation: official 2026 documents still refer to NEMIS and KEMIS in parallel for some reporting. We therefore do not describe NEMIS as fully switched off or KEMIS as the only system for every task. Follow the current instruction that applies to your school, programme and reporting period.
Grade 10 selection and placement portals
Grade 10 selection and Grade 10 placement are different stages. The selection system records or verifies learner choices and provides information on pathways, subject combinations and schools. The placement platform shows or manages the outcome after the placement process. Using the wrong Ministry of Education portal can make a learner think a result is missing when they are simply checking the selection site instead of the placement site.
| Stage | Use this official system | What it does | What it does not prove |
|---|---|---|---|
| Before placement | Grade 10 Selection System | Supports pathway, subject-combination and school choice work; also provides public information and selection verification | A recorded choice is not a final placement |
| After placement | Grade 10 Placement Outcomes | Displays the placement outcome using the identifier requested on the official page | A selection document is not a placement letter |
| Institution workflow | Grade 10 Placement Platform | Supports enabled placement, transfer, admission and transition functions for authorised users | Public users should not attempt to access restricted school functions |
Grade 10 selection steps
- Open the official Grade 10 Selection System.
- Review pathways, subject combinations, schools and any public downloads relevant to the learner.
- Use the authorised school process to record or update choices during the official selection period.
- Use the public selection-verification function where available to confirm what has been recorded.
- Report an incorrect or missing record to the learner’s school before attempting another submission.
For a complete walkthrough, use the Grade 10 school selection portal guide. Background on pathways and the wider transition is available in the Senior School and Grade 10 guide.
Grade 10 placement steps
- Open the official Grade 10 Placement Outcomes page.
- Enter only the identifier requested on that page.
- Check the learner details and placed school carefully.
- Download or print the official document only where the platform provides that function.
- Use the official correction, transfer or school-escalation route if the outcome cannot be retrieved or contains an error.
See the KJSEA Grade 10 placement guide for the detailed placement and recovery process. Do not pay a third party to “change” a placement or obtain a result through an unofficial website.
Ministry of Education scholarships
The Ministry scholarship page is a changing directory of scholarship announcements, application documents and deadlines. It is not one universal application portal for every scholarship. Each notice controls the eligible level of study, country or institution, documents, application method and closing date.
- Open the official scholarships page.
- Check whether the opportunity is undergraduate, postgraduate, school-level or another category.
- Open the attached official notice or application form.
- Confirm eligibility, required documents, submission method and deadline from that notice.
- Check whether the application goes to the Ministry, an embassy, a university, a named agency or an online application system.
- Keep proof of submission where the process provides it.
Scholarship pages often retain older notices alongside current opportunities. Always check the year and deadline before preparing documents. Never assume that a standard scholarship form replaces the instructions in the specific advert. The Ministry of Education scholarships guide explains how to screen opportunities and avoid expired or fraudulent calls.
Fraud warning: do not send money, banking details, passwords, one-time codes or original certificates to an unnamed agent. Verify the opportunity on the Ministry page and then follow the contact and submission instructions printed in the official notice.
Circulars, guidelines, forms and reports
Use the Ministry’s download pages when the answer depends on the exact wording of a circular, guideline, application form, manual or policy document. A summary on social media, a school WhatsApp group or a third-party website may omit the issuing office, date, reference number, eligibility conditions or attachments.
Circulars and guidelines
The Circulars & Guidelines page lists documents by title, description, month or year, document type and download link. Before acting on a document:
- Confirm that the title matches your task.
- Check the issuing institution and publication date.
- Read the full PDF, including annexes and application instructions.
- Confirm whether a newer document changes or replaces an older one.
- Save the official file name or link for the school record.
Reports and manuals
The Ministry reports page is the appropriate starting point for official reports, manuals, project documents and related publications. A report may explain policy, implementation or data, but it does not automatically create a current application window or deadline. Use the document for the purpose stated by the Ministry.
For time-sensitive school planning, compare Ministry notices with the current Kenya school calendar and term dates guide. A portal status or circular can change before an older article is updated, so the current official document remains controlling.
How to use an education portal safely
A genuine Ministry of Education portal can still be copied by a fake page or promoted through a misleading search advert. Use this safety check before signing in, searching for a learner or uploading a document.
- Start from a verified address. Use the official links in this directory or a current Ministry circular.
- Read the full domain. Confirm that the address ends in the official government domain shown for the service. Do not rely on the page logo alone.
- Check the task. Selection, placement, scholarships, KEMIS and NEMIS have different purposes.
- Use your own authorised access. Do not borrow another user’s account or allow an unapproved person to submit institutional data.
- Protect sensitive information. Never post passwords, one-time codes, full identification numbers, assessment numbers, payroll numbers or banking details in public groups.
- Stop at browser security warnings. Do not bypass a certificate, privacy or unsafe-site warning. Recheck the address and report the problem through the official support route.
- Keep a safe submission record. Save a confirmation page, reference number or school-approved report where the portal provides one.
When using a shared school computer, sign out fully and close the browser after the task. Do not let the browser save a Ministry of Education portal password on a device used by several staff members or learners.
Common portal problems and recovery steps
Government portals may use JavaScript, require authorised accounts or experience heavy traffic during national deadlines. The correct recovery step depends on whether the problem is technical, account-related or caused by incorrect source data.
| Problem | Likely cause | Safe recovery | Escalate when |
|---|---|---|---|
| Blank page or loading screen | JavaScript blocked, weak connection, browser issue or portal maintenance | Check the official URL, enable normal browser JavaScript, refresh once, try a current browser and retry later | The official page remains unavailable on different networks or devices |
| “Record not found” | Wrong portal, typing error, record not yet submitted or source-data mismatch | Confirm the identifier and stage; ask the school to verify the source record | The school confirms the submitted record but the public result is still missing |
| Login rejected | Wrong account, inactive access, password issue or restricted role | Use the portal’s official reset route or the authorised school/office administrator | The authorised account cannot be restored through the official process |
| Selection appears but placement does not | The user is checking the selection system or placement has not been released for that record | Use the official placement outcomes page and follow the current Ministry communication | The official release has occurred and the learner’s record remains unavailable |
| Duplicate or incorrect learner details | Source-data error or an attempted duplicate record | Stop creating new records; collect the supporting school documents and request correction through the authorised route | The school cannot correct the record at its access level |
| Browser says the site is unsafe | Wrong address, certificate problem or network interception | Leave the page, retype the verified address and try a trusted network | The verified official address continues to show the warning |
Use this failure-recovery order
- Confirm that you are on the correct Ministry of Education portal for the task.
- Check the identifier, spelling and required format without sharing it publicly.
- Review the current circular, school instruction or portal notice.
- Ask the school’s authorised user to verify the original record and submission status.
- Use the portal’s official reset, help or contact route.
- Escalate through the Sub-County or County education office when the school cannot resolve a Ministry-held record.
Avoid repeated submissions unless the portal clearly tells you the previous attempt failed. Duplicate institution or learner records can create a more difficult correction problem than the original error.
When and how to contact the Ministry
Contact the Ministry or education office when the correct official portal remains unavailable, an authorised account cannot be restored, a school-verified learner record is missing, or the school lacks permission to correct an error. For learner and school records, begin with the school because it holds or can verify the source information.
| Contact route | Verified details | Use it for |
|---|---|---|
| Ministry contact page | education.go.ke/contact-us | Current departmental addresses and general Ministry contact information |
| State Department for Basic Education | Jogoo House B, Taifa Road, Nairobi; P.O. Box 36260-00200; Tel: +254-020-3318581; Email: psbasic@education.go.ke | Basic education matters that require departmental escalation |
| General Ministry email | info@education.go.ke | General enquiries where no more specific official contact is provided |
| Local education administration | Sub-County or County education office serving the institution | Institution records, permissions and issues the school cannot correct directly |
In an email or written escalation, provide the portal name, task, institution or learner context, the date and approximate time of the attempt, and the exact error message. Redact passwords, one-time codes, banking information and unnecessary identity details. Attach a screenshot only if it does not expose sensitive data.

Frequently asked questions
What is the official Ministry of Education portal in Kenya?
The Ministry website is education.go.ke, but specific services use separate official systems. KEMIS uses kemis.go.ke; NEMIS uses nemis.education.go.ke; Grade 10 selection uses selection.education.go.ke; and placement uses placement.education.go.ke.
Is KEMIS replacing NEMIS?
KEMIS is the newer integrated education management platform under nationwide rollout. However, official 2026 programme documents still refer to reporting through NEMIS or KEMIS. Treat the change as a managed transition and use the system named in the current Ministry instruction for your task.
Which portal is used for a learner’s UPI?
NEMIS has historically linked learner records to a unique personal identifier. During the KEMIS transition, ask the learner’s school which authorised system and correction process currently applies. Do not create a second learner record merely because the identifier is missing from one screen.
Can a parent log in to KEMIS or NEMIS?
Most institution and learner-management functions are for authorised school or education personnel. Parents should use public verification pages where provided and ask the school to correct or escalate an administrative record.
Is Grade 10 selection the same as placement?
No. Selection records the learner’s choices and supports pathway, subject-combination and school exploration. Placement is the later outcome showing the school to which the learner has been placed.
Where do I apply for Ministry scholarships?
Start on the official Ministry scholarships page, then open the notice for the specific opportunity. The notice tells you whether to apply through the Ministry, an embassy, an institution, an agency or a named online system. There is no single application method for every scholarship.
What should I do when a Ministry portal is down?
Confirm the official address, try a current browser and trusted connection, and retry later if the service is under maintenance or heavy load. Do not use an unofficial mirror or bypass a browser security warning. For a deadline-controlled task, record the error and contact the school or official support route promptly.
Does the Ministry portal handle KNEC assessment services?
KNEC operates separate examination and assessment systems. Use the official KNEC service required for CBA, examination administration, results or certificates rather than entering KNEC credentials on a Ministry or third-party page.
