Use the TSC online transfer service at portal.tsc.go.ke to submit a transfer request, follow its status and view available swap opportunities. After submission, your head of institution (HOI) comments on and approves the request before it moves through the relevant TSC review stages. Approval is not automatic: TSC considers staffing needs, a vacancy at the requested station, a suitable replacement and the reason provided. Do not leave your current station until you receive both the transfer letter and the HOI release letter.

TSC online transfer portal: use the correct official links
TSC’s current Teacher Transfer & Swap Module guide separates the teacher portal from the portal used by actioning officers. Start with the link that matches your role.
| Who is using the service? | Official link | Main action |
|---|---|---|
| Teacher or transfer applicant | portal.tsc.go.ke | Apply, view status and consider swaps |
| HOI or TSC actioning officer | tsconline.tsc.go.ke | Comment, approve or process requests |
| General TSC information | tsc.go.ke | Official notices, contacts and services |
Fresh portal check: older transfer guides and saved bookmarks may still point to the former HRMIS transfer page. The current TSC transfer manual directs teachers to portal.tsc.go.ke. Use the current portal and its “Forgot Password” option rather than entering your credentials through an unofficial link.
For a wider map of registration, recruitment, payslip and other Commission systems, use our TSC online services portal guide. This page remains focused on one task: applying for and following a teacher transfer.
Who can make a TSC online transfer request
A serving teacher may request a transfer, but submitting a request does not create an entitlement to the preferred school or county. Under the Code of Regulations for Teachers, TSC considers the following factors when making a transfer decision.
| Factor | What it means for your request |
|---|---|
| Equitable distribution and utilisation | TSC balances teacher numbers and subject needs across institutions. |
| Vacancy at the proposed station | A request may remain pending or be declined where no suitable vacancy exists. |
| Suitable replacement | TSC considers whether your current station can release you without creating a staffing gap. |
| Staffing norms | The Commission applies the staffing standards in force when reviewing the request. |
| Medical grounds | Medical grounds should be supported by certification from a registered medical practitioner. |
| Other necessary grounds | TSC may consider other reasons it determines to be compelling or necessary. |
The five-year rule for a teacher on first appointment
A teacher on first appointment is normally not considered for transfer until completing at least five years at the station. The regulations provide exceptions for certified medical grounds or other compelling circumstances determined by TSC. An exception allows the Commission to consider the application; it does not guarantee approval.
Inter-county requests are approved by the TSC Secretary, while transfers within a county are considered by the respective county director under the applicable policy. Both routes depend on the review process and staffing position.
What to prepare before a TSC online transfer
- Your correct TSC number and portal password.
- Access to your official TSC email address in case you need an OTP for password recovery.
- A clear, truthful reason for requesting the transfer.
- Your preferred transfer destination, based on the options shown by the portal.
- Supporting evidence where your reason requires it, such as medical certification. Upload only what the portal or TSC asks for.
- Enough time to check all information before submitting; the current manual says the Profile and Length of Stay (LOS) fields are system-populated and cannot be edited in the transfer form.
Privacy check: do not send your password, OTP, full TSC number, ID number, payroll number or medical records to a blog, social-media account or person offering to “speed up” a transfer.
How to make a TSC online transfer application
- Open the teacher portal. Go directly to portal.tsc.go.ke.
- Log in. Enter the username and password required by the portal. TSC states that the same password used for Teachers Online Services and declaration services is used for this module.
- Reset the password when necessary. Select “Forgot Password”, enter the OTP sent to your official TSC email and create a new password. The TSC guide says the OTP expires after five minutes; use “Resend OTP” if it expires.
- Open the transfer module. From the teacher dashboard, select Transfer & Swap, then Request Transfer. The dashboard also displays earlier requests.
- Review your Profile and LOS. These fields are filled automatically from TSC records and cannot be edited in the transfer request. Stop and seek a records correction if a material detail is wrong.
- Complete the Reason section. Select or enter the reason that accurately describes your case. Attach supporting material only where requested and relevant.
- Complete “Transfer To”. Choose the available destination details carefully. A preferred institution is a request, not a confirmed placement.
- Review and submit. Check the destination and reason before clicking Submit. Keep the transfer reference or a private screenshot of the status page for follow-up, but redact personal identifiers before sharing it with anyone assisting you.
After submission, return to the TSC online transfer dashboard to confirm that the request appears. Avoid creating duplicate requests because a status has not changed quickly; first identify the stage at which the existing request is waiting.
Using the swap option in the TSC online transfer module
The current module also lets teachers view available swap opportunities and approve or accept a suitable swap request. A portal match is still subject to the Commission’s processing and approval. Check that the institution, teaching area and other displayed details match what you intend before accepting.
HOI action on a TSC online transfer request
The HOI logs in through the official actioning-officer route and can preview a teacher’s transfer request, enter an HOI comment and approve it from the dashboard. A request showing Awaiting HOI Recommendation has not yet completed this stage.
- Open the pending transfer request from the dashboard.
- Check the teacher and request details shown by the system.
- Add an accurate HOI comment based on the institution’s staffing position and the request.
- Submit the available approval or recommendation action.
- Keep institutional records needed for later release and entry/exit processing.
TSC’s current guide states that transfers involving a head of institution or deputy head of institution are handled administratively. An HOI or DHOI should therefore follow the Commission’s administrative route rather than assuming the ordinary teacher workflow applies unchanged.
How to track TSC online transfer status
Log back into the teacher portal, open Transfer & Swap and view the request list. Read the exact status displayed against your application. The wording can change as the system is updated, but the practical response below remains useful.
| Status or stage | What it usually requires from you |
|---|---|
| Submitted or pending | Confirm the request is complete, then allow the official review stages to proceed. |
| Awaiting HOI recommendation | Politely alert your HOI that the request is waiting on the dashboard. Do not share your login details. |
| Under TSC review | Continue checking the portal. TSC officers may review it at sub-county, county, regional or headquarters level, depending on the request. |
| Approved | Wait for the official transfer letter and your release letter. Do not move on the portal status alone. |
| Declined or unsuccessful | Read any remarks shown. Seek clarification through the nearest appropriate TSC office if the reason is unclear. |
| Withdrawn | The request is no longer active. Start another request only when you have confirmed withdrawal and corrected the issue. |
Honest limitation: the current TSC transfer guide does not publish one universal processing period for every application. Timing depends on the review stages, staffing needs, a vacancy, a suitable replacement and the nature of the request. Treat unofficial promises of guaranteed approval within a fixed number of days with caution.
How to withdraw or correct a TSC online transfer request
The current manual shows that the transfer list can display a withdrawn request, but it does not set out a universal post-submission editing procedure. Use this decision route instead of guessing.
| Problem | Safest action |
|---|---|
| Wrong reason or destination before submission | Return to the relevant step, correct it and review again before submitting. |
| Wrong reason or destination after submission | Check whether the request page offers a withdrawal action. If it does not, contact the nearest TSC office before making another application. |
| Wrong Profile or LOS data | These fields are locked in the transfer form. Raise a TSC records-correction query; do not try to overwrite the information through another person’s account. |
| You no longer want the transfer | Use the withdrawal option where available or seek official assistance. Confirm that the status changes to withdrawn. |
| A duplicate request exists | Do not continue submitting more copies. Ask TSC which request should remain active. |
What the TSC online transfer portal cannot do
- Guarantee placement in your preferred institution or county.
- Override vacancy, replacement, staffing-norm or equitable-distribution considerations.
- Edit the system-populated Profile and LOS fields inside the transfer request.
- Replace a transfer letter, HOI release letter or entry/exit process.
- Create a fixed approval date where TSC has not published one for your case.
- Turn an HOI recommendation into final TSC approval.
What to do after a TSC online transfer is approved
TSC’s portal guide says approved transfer letters are sent automatically through the system. It also states that approved transfers normally take effect during school holidays to minimise disruption to learning, unless an emergency is processed with the necessary supporting documentation.
- Confirm that you have received or can access the official transfer letter.
- Present the required communication to your current HOI and follow the release process.
- Obtain the HOI release letter before leaving the institution.
- Complete the official exit and entry reporting at the old and new stations.
- Keep copies of the transfer, release and entry/exit records.
The Code of Regulations states that an approved teacher must not proceed without a transfer letter and a release letter. It also requires the HOI to release the teacher within a reasonable time, and no later than 30 days from the date of transfer, while issuing the required entry and exit report. Leaving without the release letter can expose a teacher to disciplinary action.
Common TSC online transfer problems and failure recovery
| Problem | What to do |
|---|---|
| Password rejected | Use “Forgot Password” on the official teacher portal. Complete the OTP reset instead of repeatedly guessing. |
| OTP missing or expired | Check access to your official TSC email and the spam folder. The official guide says OTPs expire after five minutes; select “Resend OTP” when necessary. |
| Profile or LOS is wrong | Stop before submission because those fields cannot be edited in the module. Seek correction through the nearest TSC office. |
| Request is awaiting HOI action | Ask the HOI to check the transfer dashboard. Escalate through the appropriate TSC office if the request remains unresolved. |
| Portal is slow or unavailable | Confirm the official domain, refresh the page and try again using an updated browser or another reliable connection. Never bypass a browser security or certificate warning. |
| Old HRMIS bookmark opens | Return to the current teacher portal named in the official transfer manual. |
| No status change for a long period | Identify the pending stage, keep the application reference and ask the nearest TSC office for a trace. Do not pay an intermediary. |
Official support and escalation
For a TSC online transfer query that the portal does not resolve, begin with the TSC office nearest your work station. The regulations provide an escalation route through the officer’s supervisor, the Sub-County Director, the County Director and TSC headquarters, depending on where the service is being handled.
- General TSC telephone: 020 289 2000
- General email: info@tsc.go.ke
- Website: www.tsc.go.ke
- In-person route: nearest Sub-County or County TSC office
Include only the minimum information needed to trace the case: your name, transfer reference, current station, submission date, exact status and a clear description of the problem. Send sensitive documents only through a channel confirmed by TSC. The Commission’s regulations state that its services are generally free unless a charge is specifically provided, and they prohibit bribes or inducements for service.

Frequently asked questions
What is the official TSC transfer portal for teachers?
The current official teacher transfer guide directs applicants to portal.tsc.go.ke. Teachers use it to make a request, view status and consider suitable swap opportunities.
Is a TSC online transfer application free?
TSC regulations say Commission services are generally free unless a charge is specifically provided. The current transfer guide does not instruct applicants to pay an application fee. Do not pay a person who promises to submit, approve or accelerate the request.
How long does TSC take to approve a transfer?
TSC has not published one universal turnaround time in the current transfer guide. A request may depend on HOI action, the applicable TSC review levels, a vacancy, staffing norms and a suitable replacement. Track the exact portal stage and escalate only when necessary.
What does “Awaiting HOI Recommendation” mean?
It means the request is waiting for the head of institution to preview it, enter an HOI comment and submit the available approval or recommendation action. It is not final TSC approval.
Can I edit a transfer after submitting it?
The current manual does not document a general post-submission edit function. Check the request for a withdrawal action. Where no suitable action appears, ask the nearest TSC office how to correct the request before submitting a duplicate.
Can a newly appointed teacher transfer before five years?
The regulations normally require at least five years at the first station. They allow consideration before five years for certified medical grounds or other compelling circumstances determined by TSC. Approval remains discretionary.
Can I report to the new school when the portal says approved?
No. Wait for the official transfer letter and the release letter from your current HOI. Complete the required exit and entry process before reporting under the transfer.
